Reginald L. Moorman is a public safety executive and leadership systems strategist who specializes in helping law enforcement and government organizations design defensible promotional processes, leadership development frameworks, and operational strategies that strengthen organizational performance and public trust.

He is the Founder and Principal Consultant of RLM Public Safety Consulting LLC, a firm focused on improving how public safety organizations select, prepare, and develop leaders in high-liability environments. RLM works with agencies to design structured promotional assessment centers, leadership development systems, operational strategy plans, and organizational initiatives that support long-term leadership stability.

Moorman currently serves as a Police Major and Special Operations Section Commander with the Atlanta Police Department, where he oversees complex operations, large-scale event security, and multi-agency coordination within one of the largest municipal law enforcement agencies in the United States. His command responsibilities include planning and directing security operations for nationally significant events, coordinating dignitary protection operations, and managing specialized public safety resources during major incidents.

Throughout his career, Moorman has held leadership roles across patrol operations, major investigations, airport public safety operations, special operations, and federal task force coordination. He previously served as Deputy Director of the Atlanta-Carolina High Intensity Drug Trafficking Area (HIDTA), where he oversaw a multi-agency initiative involving more than 30 law enforcement organizations and administered a federal program budget exceeding $7 million.

Moorman has extensive experience managing complex public safety initiatives involving coordination among municipal governments, federal agencies, and private-sector partners. He has served as Incident Commander for nationally significant events and has directed operational planning for major civic events, international gatherings, and executive-level security operations.

In addition to his operational leadership, Moorman has served as an adjunct professor of criminal justice, teaching leadership, ethics, and organizational systems at multiple universities. He has also served as an assessor in promotional processes and has mentored numerous law enforcement professionals who have advanced into supervisory and command roles.

Through RLM Public Safety Consulting, Moorman applies both practical command experience and structured leadership frameworks to help organizations build stronger leadership pipelines and more transparent personnel systems. His work focuses on ensuring that promotional processes, leadership development programs, and organizational strategies are structured, measurable, and capable of withstanding professional and legal scrutiny.

Moorman holds both a Bachelor’s and Master’s degree in Criminal Justice from Georgia State University and has completed executive leadership education through the Senior Management Institute for Police (PERF), Northwestern University School of Police Staff and Command, the Georgia Association of Chiefs of Police Chief Executive Training Program, and the Atlanta Police Leadership Institute.

His work is centered on a simple principle: the supervisors selected today will become the command staff of tomorrow.
