Reginald L. Moorman is a seasoned law enforcement executive with more than 25 years of progressive leadership experience at the Atlanta Police Department (APD). His career reflects command-level decision-making, operational credibility, and measurable results in complex, high-risk environments. Beginning in 2001 as a foot beat officer, Mr. Moorman built a strong foundation in proactive policing and crime reduction. As he advanced through the ranks, he consistently delivered results, including contributing to a 19 percent crime reduction while serving as a lieutenant.  In 2013, he was appointed Deputy Director of the High-Intensity Drug Trafficking Area (HIDTA) Task Force, where he managed a $7 million budget and coordinated operations across more than 30 local, state, and federal agencies. During this assignment, he introduced the Nasal Naloxone (Narcan) Program to APD, strengthening officer safety and life-saving capabilities.

As a captain and later a major, Mr. Moorman commanded high-profile and complex operations, including major crime units, Hartsfield-Jackson Atlanta International Airport, and Mercedes-Benz Stadium, which earned national recognition for safety and security. As Airport Section Commander, he managed a $23 million operating budget at the world’s busiest airport. Most recently, as Zone 1 Commander, his leadership earned APD the 2023 Crime Reduction Award.

Mr. Moorman currently serves as the Special Operations Section Commander for the Atlanta Police Department. In this role, he oversees specialized units responsible for high-risk, high-visibility operations across the City of Atlanta. Under his command, the Special Operations Section has led complex citywide deployments, coordinated large-scale events, managed protest and civil disturbance operations, and executed specialized enforcement initiatives requiring precise planning, interagency coordination, and disciplined command and control. These operations were conducted while maintaining a strong emphasis on officer safety, operational accountability, and readiness across all assigned units.

Mr. Moorman holds bachelor’s and master’s degrees in criminal justice from Georgia State University and has completed executive leadership programs through Northwestern University, PERF, and the Georgia Association of Chiefs of Police.
